Health insurance coverage through NY State’s insurance exchange automatically renewed during the COVID-19 Public Health Emergency (PHE) for approximately 8.8M people, but with the imminent end of the PHE, millions were at risk of their coverage lapsing unless they proactively re-enrolled.
The insurance exchange hired Ichor to refine engagement and communication strategies for this at-risk population to maximize impact.
Ichor created engagement, outreach, and communication strategies incorporating unique socio-economic pain points, challenges to re-enrollment, community-informed messaging and tools, and relied on influential partners for cascade messaging.
As a result of the work, our client fostered better understanding and engagement of community segments across four key markets, successfully launched an impactful public education campaign, and trained a network of enrollment assistors and other stakeholders.

July 2022:
Data + Research
- In preparation for the end of the PHE, which triggered the possible loss of health insurance coverage for approximately 8.8 million people, Ichor’s team conducted peer benchmarking of eight state-based and state-federal partnership health exchanges across the country to glean insights on best practices for outreach and engagement strategies.
- We then segmented and prioritized the at-risk population across four priority communities to provide recommendations for listening sessions from which findings could be used across the state.
- Ichor combined quantitative data, qualitative research, and local insights to provide a focused lens on issues unique to communities within the four priority markets.
- Given digital redlining in the Bronx resulting in high-need communities with poor internet access, the campaign plan included outreach strategies, action-driven collateral, and partnership recommendations tailored to reach the community in hotspots they frequented: local events, retail corridors, and bodegas.
- Ichor identified 200+ trusted leaders and organizations best positioned to accelerate the campaign plan.
August-September 2022:
Engagement
- Ichor engaged local grassroots organizations, healthcare organizations, tenants’ associations, and faith-based leaders in a series of community dialogues, workshops, and polling to gain a first-hand understanding of hyper-local challenges to re-enrollment, best practices to overcome those challenges, and stress-test the client’s outreach materials for efficacy.
- With those findings, Ichor prioritized partnership opportunities and helped the client strengthen partnerships with new and existing stakeholders that would be critical to reaching the maximum number of re-enrollees.
October 2022:
Activation
- The insurance exchange gained rich insights into the communities they have historically had limited access to and formed connections with on-the-ground leaders and stakeholders.
- Informed by these insights, Ichor developed a Statewide Health Insurance Renewal Campaign strategy with tactical recommendations to reach enrollees most at-risk for coverage disruptions.
- Ichor set the stage for the development of existing and new partners via community-informed transformative strategies to develop more credible messengers by empowering them to augment outreach capacity at speed and scale.
